The Finance Office consists of the Chief Financial Officer, the Budget Division, Controller Division, Managed Care and Payment Reform Division, Fee for Service Division, Special Financing Division, Audits Division and Procurement Division. The Chief Financial Officer (CFO) is accountable for the financial and risk management operations of the Department, and oversees control systems that report financial results and maintain Department compliance. The CFO is responsible for the Department’s financial data and reporting, and its use of data analytics to define value and measure quality with regard to Department operations. The CFO develops the Department’s financial and operational strategy, and generates actionable analytics tied to that strategy.

What you’ll be doing:
This position requires a unique level of knowledge and expertise in regards to health care policy, quality, access to care, rates, and stakeholder engagement, in order to perform core duties, which are essential to supporting the overall mission of the Department. This position facilitates stakeholder engagement and relations. This position advises, supports, and provides oversight over access to care stakeholder engagement and related processes. This position develops productive working relationships and collaborates with groups and individuals to constructively address access to care, quality, rates, as well as policy review, analysis, change, and development challenges. This position advises sections, divisions, and offices within the Department to establish stakeholder engagement strategies and processes suitable to their needs. This position also serves as the liaison within and between the Department and various stakeholders, such as professional associations, providers, clients, advocates, sister state agencies, or lobbyists, in meeting state and federal access requirements.
This position serves as the staff authority on access to care. This position works with Department staff to identify and establish metrics and/or benchmarks to monitor access to care, quality, policy changes, utilization, expenditure, and outcomes. This position researches and analyzes benefits utilization, quality, high value services, client access, and provider participation data. This position oversees analysis of access, service, quality, and utilization of each service to ensure provider payments are sufficient to allow for client access. This position incorporates stakeholder feedback and collaborates with Department staff to develop recommendations to anticipate and address access to care and implementation issues. This position recommends best practices; identifies and addresses benefit, policy, quality, or access gaps; solicits and responds to stakeholder participation in policy development and access reviews; and assesses current and future policies. This position uses project management and facilitation skills and takes a lead role working directly with management, policy staff, rates staff, and data staff on policies and projects. The position must have knowledge of all Medicaid benefits. This position is required to travel in-state and out-of-state as needed for stakeholder meetings, presentations, conferences, and any other programmatic or staff development activities as required or requested.

**MINIMUM QUALIFICATIONS:**
**Education and Experience:**
Bachelor’s degree from an accredited institution in Public or Healthcare Policy, Healthcare Administration or Management, Public Health, Social Work, or related field
**AND**
Two (2) years of professional experience in public policy or a health or social services related field that involved a combination of the following:* policy research, analysis, development or implementation
* research methods and design
* project management
* contract management
* stakeholder engagement
* working knowledge of Medicaid program
* meeting facilitation
* government report writing
**OR**
**Experience Only:**
Six (6) years of relevant experience in an occupation related to the work assigned to this position **Preferred Qualifications & Special Qualifications:**
* Current experience working with Medicaid and the healthcare industry, including statutes, regulations, rates, client access, and quality.
* Experience in managing complex projects and workflows.
* Experience identifying areas for process improvement and designing and implementing needed changes.
* Experience with program evaluation, data analysis, and policy analysis to identify issues, develop solutions, and recommend policy and programmatic improvements.
* Formal meeting facilitation experience.
* Experience in internal and external communications, with time spent working with diverse stakeholders.
**Knowledge, Skills and Abilities**
* Excellent oral and written communication skills.
**DEFINITION OF PROFESSIONAL EXPERIENCE:** Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. **CONDITIONS OF EMPLOYMENT*** All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
