We are looking for a **Behavioral Health Benefits Administrative Specialist** for the **Behavioral Health Benefits** (BHB) **Section** in the **Behavioral Health Policy & Benefit Division** of the **Behavioral Health Initiatives & Coverage Office** (BHIC)!
The **BHB Section** of **BHIC** implements and monitors contracts requirements, operations, and performance improvement, including administering change at the federal and state levels, for Dual Special Need Plans (DSNPs), the capitated physical health initiatives, and the Capitated Behavioral Health Program administered by the Regional Accountable Entities (RAEs). This section interprets and operationalizes state and federal managed care and parity regulations. The BHB Section collaborates most closely with sections within the BHIC Office, the Finance Office’s Payment Reform and Rates teams, and the Cost Control and Quality Improvement Office (CCQI), especially the Accountable Care Collaborative team, to develop and implement outcome metrics and process improvement monitoring for the Medicaid managed care contracts. BHB oversees alignment and reporting requirements as outlined in State and Federal Rules, Regulations and Legislation as well as CMS waiver authorities governing BH services and oversight of the corresponding policies and communication avenues necessary to support alignment and reporting requirements. ***This position can work fully remotely from anywhere in the State of Colorado.******Please note – equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.***

**WHAT YOU’LL BE DOING AS BH BENEFITS ADMINISTRATIVE SPECIALIST:*** Align design strategy, systems, processes, guidelines, rules, and standards that are mission critical to development, ongoing operation of HCPF’s 1115 waiver.
* Coordinate 1115 waiver requirements across offices and departments and assists with behavioral health section administrative work to support ongoing behavioral health policies and related 1115 waiver work.
* Responsible for review and content contribution for reports including BH content submitted to CMS in compliance with the 1115 waivers Standard terms and conditions.
* Prepare 1115 waiver materials for CMS review, manage ad hoc meetings with CMS to address submission, and reporting requirements, and manage 1115 project work timelines using existing tools.
* Maintain detailed compilation of meeting notes and related documents, manage the project plan. and establish timelines to ensure deliverables are met efficiently.
* Establish and maintain written and verbal communications with HCPF’s management, other state departments, federal agencies, state boards, associations, providers and clients through written correspondence, phone calls, and meetings.

**MINIMUM QUALIFICATIONS:**
There are two ways to qualify for this position: **Option 1:****Experience Only:** **Six**(6) total years of professional experience in Medicaid, Behavioral Health, or an occupational field closely related. **Option 2:****Education and Experience:** **Bachelor’s** degree from an accredited institution in a behavioral health-related field (social work, public health, psychology),
AND **Two** (2) years of professional experience inMedicaid, Behavioral Health, or an occupational field closely related. *Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:** An associates will count as two years of experience
* A bachelors will count as four years of experience
* A masters degree will count for six years of experience
* A doctorate or juris doctorate degree will count for seven years of experience
**PREFERRED QUALIFICATIONS*** Previous relevant professional state experience
* Masters degree in a Behavioral Health-related field
* Project Management certification

**DEFINITION OF PROFESSIONAL EXPERIENCE:** Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
**CONDITIONS OF EMPLOYMENT*** All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
