This position assists in leading Minnesota Department of Revenue (MDOR) internal continuity program, emergency management, and employee safety to promote a culture of safety, preparedness, and resilience across the agency. It also supports a variety of agency operations including procedure documentation and preparedness activities. The overall mission of this work is to operationalize a safe, resilient, flexible high-performing inclusive workplace across the agency.
The successful candidate will be responsible to:
* Serve as the Department of Revenue’s formally designated Continuity of Operations (COOP) Coordinator in accordance with Governor’s Executive Order 24-01
* Serve as the Department of Revenue’s formally designated Emergency Preparedness and Response Contact/Coordinator (EPRC) in according with Governor’s Executive Order 23-13
* Maintain the Department of Revenue’s safety program and facilitate regular safety meetings to ensure consistency with enterprise-wide directives.
* Advise management on labor contract, memorandum of understanding or strike contingency plan provision that may be necessary to effectively implement Minnesota Department of Revenue (MDOR) emergency and continuity planning activities. This position will have access to Labor Relations Data as defined under M.S. 13.37 Subd. 1(c).
* Collaborate with lead staff of divisions to develop procedures with regard to records management standards and procedures.
* Collaborate with business units on internal controls and audit planning.
* Communicate emergency, safety, and crisis information both internally and externally via emergency alerts, websites, newsletters, social media, and other channels.
* Backs up other positions within the business continuity unit.
This position reports to Department of Revenue Building Manager and the Minnesota Department of Revenue (MDOR) Assistant Commissioner of Administration
This position is on-site, but will may occasionally telecommute. The incumbent will be required to complete a telework agreement. The incumbent is expected to work in the office on most occasions.

### **Minimum Qualifications**
Must have reliable transportation or a valid class D driver’s license
Four (4) years of advanced professional level experience in the planning, analysis, implementation and administration of a program area such as emergency management, business continuity, strategic planning, project management, logistics or similar field.
* Bachelor’s degree in emergency management, Business Administration, Strategic Planning, Continuous Improvement, or related field may substitute for 1 year of experience.
Applicants who meet the above experience requirements will be further evaluated during the interview based on the following:
* Leadership experience sufficient to supervise, lead and coach a team of professionals.
* Knowledge of contingency standards and planning processes.
* Emergency preparedness and planning.
* Knowledge of theories and practices of planning, evaluation, policy analysis, public Administration, and program development.
* Knowledge of state and federal emergency preparedness and business continuity policies, procedures, programs, and goals.
* Presentation skills sufficient to effectively communicate to a diverse audience, including private and public sector professionals.
* Ability to build consensus and guide the design, development and implementation of plans that reflect individual agency needs, while coordinating at a statewide level.
* Ability to manage multiple projects with competing priorities.
* Written communication skills sufficient to write policies, procedures, and plans.
### **Preferred Qualifications**
* Master’s degree in emergency management, Business Administration, Strategic Planning, Continuous Improvement or related field.
* Certified Business Continuity Professional (CBCP) or Criminal Background Check Program or CPSCP) or Federal Emergency Management Agency (FEMA) Continuity Professional Level I, or Association of Threat Assessment Professional (ATAP).
* Certified MN Emergency Manager.
* Knowledge of human resources, labor relations, health and other benefits, workers’ compensation, etc., that affect an employer’s emergency and continuity planning.
* Knowledge of state processes including but not limited to government hierarchy and process, the legislative process, the bargaining process, the application of state human resources and labor relations policies and procedures within agencies.
### **Physical Requirements**
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer along with sitting and/or standing for long periods at a time.
### **Additional Requirements**
