Position Overview
The Contract Administrator – Interstate will manage, administer, and coordinate the work done by contractors for interstate maintenance and operations. In this role, you will provide contract administration services, consult with contractors, VDOT staff, and external agencies, and evaluate contractor performance to ensure that work is completed in line with contract specifications and performance targets.
Key Responsibilities
* Contract Development:
* Prepare contract assemblies and scopes of work for maintenance Administrative Service Contracts.
* Develop cost estimates and material quantities for contract assemblies.
* Prepare and track reports, documents, databases, and correspondence related to contracts.
* Assist in creating maintenance schedules and monitor performance once work begins.
* Contractor Oversight:
* Provide daily oversight of contractor activities, ensuring compliance with district contract administration responsibilities.
* Conduct field reviews of work in progress and completed work, as well as random reviews to assess general asset conditions.
* Communicate regularly with contractors, VDOT staff, and others on work status, issues, and technical assistance needs.
* Recommend actions to the District based on contractor performance and maintenance contract requirements.
* Contractor Performance:
* Ensure services are delivered in accordance with contract terms and conditions.
* Certify receipt of services when delivered according to contract specifications.
* Monitor contractor performance, ensuring compliance with contract requirements, especially timeliness.
* Conduct monthly meetings with contractors and VDOT staff to review performance and address issues as necessary.
* Budget Management:
* Monitor expenditures within VDOT’s financial systems.
* Review and approve invoices for accuracy upon confirmation that services were received per contract terms.
* Analyze financial trends and anticipate potential funding issues, making adjustments as needed.
* Work Programs:
* Review and provide guidance on contractor work plans.
* Encourage contractors to adjust work plans to meet maintenance needs as determined by regional coordinators and local VDOT staff.
* Provide regular updates to residency or district staff on major work activities and address any work plan issues.
* Public Information:
* Serve as the point of contact for public information regarding the contract in your assigned area.
* Ensure timely responses to citizen inquiries and develop agendas for quarterly meetings, facilitating discussions as necessary.
* Incident Management:
* Supervise contractor supervisors and supplemental district staff during incidents and emergency operations.
* Perform emergency assignments due to inclement weather, special events, or other emergency circumstances.
* Additional Duties:
* Compile work plans and enter lane closures into the LCAMS system.
* Assist with managing VDOT-owned and leased equipment and reviewing bridge repair priorities.
Special Requirements
* VDOT is an emergency response agency, and this position plays a central role in emergency operations. As such, you will be required to work outside of normal hours during emergency situations.

Minimum Qualifications
* Ability to communicate effectively orally and in writing with customers.
* Valid driver’s license.
* Ability to provide technical assistance to field staff to develop, apply and coordinate work
techniques and activities to ensure a cost effective and efficient maintenance contracting
program.
* Ability to interpret and apply policies in support of contract development and to read and interpret highway design plans.
* Ability to interpret plans, drawings, specifications so work programs and plans are monitored for comprehensiveness and completeness.
* Skill in the use of computers and software applications.
* Knowledge of contracting and procurement laws and regulations, contract advertisement
and bidding procedures.
* Experience in highway maintenance, construction activities, developing contract specifications and engineering estimates.
Additional Considerations
* Experience developing contract specifications and engineering estimates.
* Experience developing and monitoring budgets, as well as planning, monitoring and
evaluating maintenance activities.
* Knowledge of VDOTs Road and Bridge Standards and Specifications.
* Knowledge of Virginia’s Procurement Act and federal and state permits related to highway construction and maintenance activities.
