**Job Duties**
VDOT’s Lynchburg District **Halifax Residency** is seeking a highly qualified **Residency Contract Manager Supervisor** to provide day-to-day oversight of contractors performing maintenance activities for the residency coverage area. Specifically, you will manage field maintenance service contracts, interpret contract provisions and provide technical guidance to contractors and field staff.

**Minimum Qualifications**
* Knowledge of contract development, administration and management.
* Knowledge of federal, state, transportation rules, regulations and policies.
* Ability to gather data and prepare reports.
* Valid driver’s license.
* Ability to supervise, oversee contractors and crew operations.
* Skill in the use of computers and software applications.
* Knowledge of roadway maintenance, construction operations, equipment and techniques.
* Ability to develop, read, interpret, apply maintenance contracts, plans and policies.
* Knowledge of procurement practices.
* Ability to develop contract specifications, scopes of work, engineering estimates, and perform mathematical calculations.
**Additional Considerations**
* Knowledge of state permit process related to roadway construction and maintenance activities.
* Experience in contract administration and monitoring and supervising contract monitors.
* A combination of training, experience, or education in Business Administration, Public Administration, Engineering or related field desired.
* Experience with contract advertisement and bidding procedures.
* Experience developing maintenance contracts and monitoring contractor performance.

This position is designated as essential to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.
