The **Department of Health Care Policy & Financing (HCPF)** oversees and operates Health First Colorado (Colorado’s Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. We are looking for a County Fiscal Compliance Administrator to join our Policy, Communications, and Administration (PCA) Office!
The Partner Relations and Administration Division, County Administration Fiscal Unit is responsible for managing county administration funding, accounting, budgeting and fiscal compliance and regulatory oversight. This statutory funding system, with expenditures shared across the federal, state and local governments, is the primary fund source used by counties to maintain the Medical Assistance Program-related operations of their county human/social services department. This funding system supports county staffing functions that impact multiple areas of the Department, including eligibility determination, program integrity, subrecipient monitoring, performance improvement, audits and quality assurance, and others. The County Administration Fiscal Unit manages the Fiscal Module of the Management Evaluation Review Program; the County Grant Program; and all county administration funding provided to county departments of human/social services.

**Description of Job**

This position serves as the staff authority over County grants and fiscal federal compliance, and provides expert advice to management and HCPF leadership in the areas of County grants and fiscal federal compliance.
Duties include, but are not limited to:
* Conducting annual regulatory review of county administration fiscal rules as well as managing and overseeing the rule development process for any county administration rules in coordination with the Medical Services Board.
* Addressing fiscal compliance by planning and conducting desk and on-site reviews of county administration fiscal activities and rules, as found in 10 CCR 2505-5 1.010 and supporting Department guidance.
* Utilizing the Management Evaluation Review Program and Desk Review Program processes to conduct desk and on-site reviews, which are defined at 10 CCR 2505-5 1.020.10. Reviews may be remote or on-site, depending on the review and availability of funding.
* Serving as the lead on requests for information from the General Assembly, federal and state partners and other internal and external stakeholders regarding county administration funding, funding mechanisms and methodologies.
* Reviewing and providing feedback to counties on evidence submitted, including corrective action plans, follow-up support, and training until counties can demonstrate compliance and effective use of funds.
* Providing training & technical assistance to county financial officers and accounting staff, county leadership, state agency staff and other parties as directed by the position’s leadership.
* Collaborating with other units and teams in Oversight & Accountability in providing ongoing guidance and technical assistance regarding implementing federal and state fiscal requirements.
* Designing objectives, developing, writing, and justifying grant terms, conditions and Statements of Work for the County Grant Program related to the county’s local administration of the Medical Assistance Program.
* Leading the County Grant Program Monitoring Plan, which ensures robust subrecipient monitoring of grant funds.
* Reviewing and updating the Plan on an annual basis, prior to application periods.
* Other duties as assigned

**MINIMUM QUALIFICATIONS:**
**There are two ways to qualify for this position:**
**Option 1:**
**Experience Only:**
Seven (7) years of professional experience overseeing grants, performing fiscal audits, and/or ensuring fiscal compliance. **Option 2:****Education and Experience:**
A bachelors degree from an accredited institution in a related field and three (3) years of professional experience overseeing grants, performing fiscal audits, and/or ensuring fiscal compliance. ***Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:**** **An associates will count as two years of experience**
* **A bachelors will count as four years of experience**
* **A masters degree will count for six years of experience**
**A doctorate or juris doctorate degree will count for seven years of experience**
**Preferred Qualifications:*** Prior or current state experience related to the duties of this position
* Prior or current county experience related to the duties of this position
* Prior or current federal grant management/regulations experience
* Prior or current federal subrecipient monitoring experience
**DEFINITION OF PROFESSIONAL EXPERIENCE:** Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. **CONDITIONS OF EMPLOYMENT*** All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

* 10% of this position’s time will be spent conducting on-site grant program check-ins with Counties.
