**Description of Job**

This position acts as a backup to the director of the State Office of Risk Management, provides program management for lawsuits in the self-insured liability program for the state, and:
* have oversight of the state insurance broker
* negotiates settlement of liability claims and lawsuits
* manages outside counsel contracts
* monitors Medicare compliance reporting
* provides risk management and insurance consulting services to all members of the Risk Management Pool.
There are operational duties associated with these programs performed by other positions in Risk Management that are not under the direct supervision of this position, however this position provides the leadership and much of the direction of these duties.
**A summary of the duties and responsibilities will include, but are not limited to, the following:**
**Liability Lawsuit Program Management:**
Functions as the staff authority to manage statewide self-insured liability programs. Program management includes:* Analysis of loss exposure for each lawsuit/case
* Establishment of legal and indemnity claim reserve amounts
* Authorization of payment documents for liability claims and for outside council contracts with Risk
* Representation of the state at lawsuit mediations or settlements
* Preparation of reports for management detailing loss trends, financial impact of losses, monthly status of legal counsel activities and evaluation of lawsuit/cases costs
* Administer processes for reporting compliance with Medicare 111 Act of 2007 (MMSEA)
* Assist Risk Manager with information requested related to previous claims or processes over the past decade
* Provides direction to administrative support staff for activities connected to the administration of the program.
**General Risk Management and Insurance Consulting Services**:* Manage the contracted insurance broker in support of Statewide insurance.
* Support State Office of Risk Management (SORM) member Departments and Institutes of Higher Education (IHE) with individual insurance needs
* Coordinate with contracted insurance broker for the annual insurance renewal for all programs
* Manage annual contract renewals for SORM, coordinate with State Purchasing, utilize CORE system
**Unemployment Insurance Contract Management & other duties as assigned:*** Work with Account Executive when coordinating services with Departments and agencies.
* Analyze unemployment processes for efficiency and effectiveness between State, Unemployment Third-Party Administrator (TPA) and Colorado Dept. of Labor and Employment.

* **MINIMUM QUALIFICATIONS:**
**Experience Only:**
At least seven (7) years of relevant risk management/insurance experience in liability, with some knowledge of other lines of insurance in a large, self-insured setting.
**OR**
**Education and Experience:**
A combination of related education and/or relevant risk management or insurance experience in liability, with some knowledge of property and workers’ compensation, (must have exposure to all three areas,) in a large, self-insured setting equal to at least seven (7) years
The **exceptional candidate** will possess the proven ability or accomplishment in the following preferred qualifications:
* Previous State or public entity experience in risk management or general liability insurance
* Comprehensive knowledge and understanding of various risk management programs (e.g. worker’s compensation, property, liability, auto/equipment) rules, regulations, and best practices
* Experience and knowledge of self-insurance, risk transfer and governmental immunity statutes
* Extensive knowledge of commercial insurance
* Proven ability to manage multiple assignments, priorities, and projects in a demanding environment
* Ability to work under tight deadlines and be adaptable to changing assignments
* Ability to take initiative to solve problems in an innovative manner
* Ability to negotiate mutually acceptable solutions and build consensus through communications with all stakeholders.
* Interpersonal and relationship building skills
* Strong time and project management skills, including prioritization and multi-tasking ability
* Excellent reasoning, investigative, analytical, and problem solving ability
* Excellent facilitation, presentation, and communication skills, both written and oral
* Strong attention to technical detail and accuracy
* Ability to work effectively in both independent and team situations
* Fluency in Microsoft Office Suite (Word, Excel, Access), Google Suite, and Risk Management Systems (e.g. Origami), and the ability to quickly learn other software systems.
**Conditions of Employment:**
* A pre-employment criminal background check will be conducted as part of the selection process
* Travel as needed throughout the metro area
**Appeal Rights:**

This form must be completed and delivered to the State Personnel Board by email at dpa_state.personnelboard@state.co.us within ten (10) calendar days from your receipt of notice or acknowledgement of the Department’s action.
