The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado’s young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
**About the department:**
The Family Strengthening unit exists to promote family well-being, prevent child maltreatment, increase school readiness, strengthen family support providers, and administer the following home visiting and family support programs and funding streams: Promoting Safe and Stable Families (PSSF), Colorado Child Abuse Prevention Trust Fund (CO CAP), Family Resource Center Program (FRCP), SafeCare Colorado (SCC), Community-Based Child Abuse Prevention (CBCAP), Colorado Fatherhood Program (CFP), Family Support Through Primary Prevention (FSPP), Mobile Child Care for Substance Abuse Treatment Pilot, Healthy Steps (HS), Nurse Home Visitor Program (NHVP) Family Connects (FC), and Maternal Infant Early Childhood Home Visiting (MIECHV) funding to support Parents as Teachers (PAT), Home Instruction for Parents of Preschool Youngsters (HIPPY), and the NHVP. **What you’ll be doing:** This is a new position that will be added to the Home Visiting Team to oversee the Family Connects and HealthySteps programs. Family Connects is an evidence-based home visiting model designed to support whole-person, integrated health for all families of newborns. Family Connects nurses visit a family around 3 weeks after birth to check on parent, baby, and the whole family.
Nurses provide support on everything from feeding and sleeping to child care options, and help families connect with community resources tailored to their needs. Funding will support births at certain hospitals in ten counties including Boulder, Broomfield, Denver, Eagle, Garfield, Jefferson, Pitkin, Summit, Weld, and Mesa counties.
In addition, responsibility for oversight of the implementation of the HealthySteps program (to include monitoring, technical assistance to sites, measuring outcomes and demonstrating impact of efforts) is being removed from the Home Visiting Program Supervisor position (QAA 05707) and added to this position’s duties. **Duties include but are not limited to:*** Coordinates statewide meetings, workshops, seminars, and conferences.
* Designs, develops, and implements training appropriate to CDEC policies and procedures, including contracting and invoicing practices.
* Mediates concerns with local communities, referral sources, and agency partners.
* Reviews current policies to support sites in delivering the program with fidelity and achieving evidence-based outcomes associated with the models.
* Partners with program intermediaries to provide technical assistance and support to sites to help them achieve model fidelity and adhere to established standards and performance targets
* Identifies opportunities and supports professional skill development for FC/HS home visitors and clinic staff.
* Drafts any required legislative reports adhering to the department’s clearance process.
* In partnership with CDEC leadership, supports the coordination of regular and periodic meetings between CDEC and the Family Connects/HealthySteps state intermediaries Illuminate Colorado and Assuring Better Child Health & Development to address implementation concerns.
* Supports the Home Visiting Investment Task and provides subject matter expertise as needed.
* Collaborates with home visiting professionals to ensure coordinated training opportunities are available.
* Engages in professional activities that enhance knowledge and expertise of current trends and methods related to the program and community.
* Coordinates communication and engagement activities across internal and external stakeholders.
* Builds collaborative relationships with vendors and partners considering cultural considerations and confronting conflict when needed.
* Member of the HealthySteps Advisory Committee.
* Other duties as assigned

**MINIMUM QUALIFICATIONS:**
Experience Only:
Seven (7) years of relevant experience in an occupation related to the work assigned
to this position; social work, psychology, early childhood, healthcare sciences/administration, human services. Must have two or more years of experience administering a program that included budget development with multiple funding sources, including federal, state, and philanthropic funding, fiscal monitoring, and contract compliance.

Education and Experience:
A combination of related education and/or relevant experience in an occupation
related to the work assigned equal to seven (7) years; social work, psychology, early childhood, healthcare sciences/administration, human services. Must have two or more years of experience administering a program that included budget development with multiple funding sources, including federal, state, and philanthropic funding, fiscal monitoring, and contract compliance.
**Substitutions:*** Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
* Additional appropriate education will substitute for the required experience on a year-for-year basis.

**Preferred Qualifications:*** State experience relevant to this position
* Experience with coordinating meetings for multiple partners, developing and presenting training, and writing program reports in a timely manner.
* Ability to address and resolve concerns among multiple partners.
* Three or more years of experience in program administration in a government, non-profit, community-based, or pediatric care setting is preferred.
* Previous experience in starting/expanding programs is also desirable.
**Highly Desired:**
* Knowledge of providing services in a healthcare setting, including knowledge of Medicaid billing procedures/policies and/or experience working with state agencies responsible for oversight of Medicaid, such as Departments of Health Care Policy & Financing
