The purpose of this position is to develop, implement, and support grant administration efforts. Duties to include administration; interagency coordination; program, policy and guideline development; implementation; technical assistance; grant monitoring; contract management; reconciliation, reimbursement and project closeout.
This position exists to serve as an expert on effective and equitable grants management and ensure agency staff comply with the Department of Administration’s Office of Grants Management (OGM) and the agency’s policies and procedures.
The position provides technical expertise and guidance to agency staff on grant Requests for Proposals, contract drafting and overall grant management and administration of agency grants.
Key responsibilities of the position include, but are not limited to:
* Manage and monitor grant programs consistent with Office of Grants Management (OGM) policies including financial reconciliation, monitoring and grant close outs.
* In conjunction with various grant program application processes, provide notification, guidance and resources for potential grant applicants.
* Ensure that non-governmental organizations are eligible for grant program(s) and have the financial stability to carry out the purpose of the grant.
* Provide ongoing support to the Business Operations unit for all grant programs.
* Participate in Office of Grants Management Workgroups and peer learning sessions.

### **Minimum Qualifications**
To be qualified and considered for this position, applicants must meet all of the minimum qualifications listed below. Only applicants whose resume/application clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.
* Two (2) years of professional experience in grant and contract management including evaluating, administering, accounting for, training and/or monitoring of grant proposals, grant agreements or grant recipients for a grant making organization.
* Professional experience in grant and contract management including evaluating, administering, accounting for, training and/or monitoring of grant proposals, grant agreements or grant recipients for a grant making organization.
* Experience drafting and publishing a grant Request for Proposal (RFP)
* Experience in writing grant program guidelines
* Experience drafting and development of scope of work and deliverables for a grant contract.
* Experience with reviewing and interpreting federal and state laws, regulations and policies as they relate to grants management with the ability to apply them to individual circumstances.
* Experience adjusting to changing priorities and manage schedules to meet timelines.
### **Preferred Qualifications**
* Knowledge of Minnesota Department of Administration’s Office of Grants Management and Office of Procurement requirements, policies, and procedures
* Familiarity with applicable state and federal laws, rules, regulations that relate to procurement and contracting using state and federal resources.
* Ability to think and work strategically.
* Ability to analyze complex information and issues.
