**Title**: IT Governance Expert

**Work location**: Remote(Occasional visit once or twice a year to Washington, DC 20024)

**Salary**: $90k – $110k per year

**Duration**: 2 years

**Purpose**: Establish and operationalize an integrated, enterprise information technology governance capability

**Job Responsibilities**:

* Conduct stakeholder interviews and workshops, including but not limited to reviewing policy and procedures, directives, and organizational charts that are relevant to understanding the enterprise environment and information technology investments.
* Document the observations, findings, and recommendations from the above activities and provide these deliverables:
* Requirements document for review and approval
* Key Stakeholder Analysis Chart in RACI format Responsible, Accountable, Consulted, Informed)
* Report of finding and recommendations including a “gap analysis” of the “as is” and “to be” coupled with a verbal briefing
* Develop and validate a tailored enterprise I.T. governance operational framework that integrates the core requirements of the Federal Information Technology Acquisition Reform Act (FITARA) I.T. investment review process, the HHS Enterprise Performance Lifecycle (EPLC), and relevant private industry best practices enterprise I.T. governance.
* Develop and deliver a Strategy Roadmap (high level) for the implementation of the governance structure, addressing core elements of risk, impact technical feasibility, and major milestones and deliverables, for review and approval
* Development an Implementation Plan (IP) as a deliverable, based on the high-level Strategy Roadmap above, including milestones, deliverables, timeline, roles, responsibilities, and include mechanisms for managing risk and change.
* Deploy the Implementation Plan (IP) referenced above and report progress from project initiation to inspection and acceptance no less than Bi-Weekly in written and verbal format by MS-Teams meeting.
* Operate and manage all tasks of the deployed governance structure while ensuring continuous and ongoing alignment with Organizational business objectives and regulatory requirements.
* Conduct and provide technical and project management expertise for Information Technology Acquisition Reviews (ITAR), Enterprise Performance Life Cycle (EPLC) and
* System Development Life Cycle (SDLC) reviews, including but not limited to the review, investment verification, providing authoritative guidance as established by federal, and HHS, enterprise I.T. governance policies, procedures, regulations, laws, and directives.
* Establish Key Performance Indicators (KPI’s) to measure business success through the direct contribution of enabling information technology in the areas of productivity, efficiency, innovation, and customer experience and performance metrics for evaluating the operational effectiveness of the ITAR, EPLC, and SDLC reviews as they impact organization mission success. Representative performance metrics shall include but are not limited to number of investment reviews completed within a monthly/quarterly/annual period and the number of investment/projects that are of high value investment as defined by Capital Planning & Investment Control (CPIC), and
* investment reviews that uncover potential fraud, waste, and abuse.
* Conduct and provide technical and project management expertise for Information Technology Acquisition Reviews (ITAR), Enterprise Performance Life Cycle (EPLC) and System Development Life Cycle (SDLC) reviews, including but not limited to the review, investment verification, providing authoritative guidance as established by federal, and HHS enterprise I.T. governance policies, procedures, regulations, laws, and directives.
* Identify specific areas for improvement and optimization, including but not limited to resource limitations, key stakeholder and customer concerns, and the impact on return on investment, operational effectiveness, and accomplishment of ASPR program and business objectives. The deliverables are KPI’s and performance metrics on a monthly basis in the Monthly Report, after the governance structure capability achieves the “go-live” milestone.
* Project Management and Reporting in a Monthly Report detailing performance metrics and issues, challenges, including a risk register to clearly identify potential risks by probability and
* impact, and develop risk mitigation and change control strategies and contingency plans to minimize program disruption.

**Minimum Qualifications**:

* Project Management Professional(PMP) certification
* Bachelor’s degree in business, IT, or other related discipline. Master’s degree preferred.
* 15+ years’ experience planning and implementing IT Governance for Federal government.

Pay: $90,000.00 – $110,000.00 per year
