**Description of Job**

The **Hearings Division** provides fair and efficient administrative hearings for the Department and its constituent divisions. These hearings include matters involving various Department of Revenue regulatory divisions as well as driving privilege cases brought by the Division of Motor Vehicles. The Hearings Division also presides over rule-making hearings to evaluate new regulations or rule changes proposed by other Divisions.
The **Hearings Division** makes impartial and timely interpretations of the law as applied to the facts of each case. In each case, the Hearing Officer presides over a recorded administrative hearing pursuant to the Administrative Procedure Act to ensure due process is provided to those who are challenging an adverse action by the Department. Decisions and orders made by a Hearing Officer are subject to appellate review. The Hearings Division also reviews and hears rule-making matters and issues written rule reports to the Department’s Executive Director that include recommendations regarding proposed rule changes prior to the adoption and publication in the Code of Colorado Regulations.
The **Operations Manager** provides day to day operational oversight for the Hearings Division including managing in-person and remote operations, organizing and establishing work schedules of Division employees, and assisting in reassignment of duties during staff shortages. This position also helps manage team development, creation and implementation of Division policies and procedures, and assists in problem solving for all Hearings Division staff. This position also provides executive level assistance to the Hearings Division management team.

* Technical Knowledge and Troubleshooting

HYBRID: This position is currently tasked with performing work duties via flex-place (aka telework, work-from home arrangements) with as needed on-site visits with clients.

Administrator IV – H1B4XX **Minimum Qualifications:**
OPTION 1:* 7 years of professional experience in an occupational field related to budgeting, finance, and/or administrative experience.
**OR**
OPTION 2:* Bachelor’s degree from an accredited institution in a field of study related to accounting, finance, economics, business administration, political science, or a closely related field as determined by the Department.
* 3 years of professional experience in an occupational field related to budgeting, finance, or administrative experience.
**OR**
OPTION 3:* Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
The ideal candidate will possess the following skills:* Familiarity with Administrative Law – Title 42
* Experience managing multiple projects with varying timelines
* Familiarity with Department of Revenue applications such as UKG, SOC Learns (LMS),
AWS, DRIVES, etc.
* Experience with the State of Colorado CORE system
* Experience with Change Management
* Proficient in office applications such as Microsoft Office and Google Workspace
