**Schedule:**
Monday through Friday, 8 hours per day, 40 hours per week; overtime not permitted without prior approval from the Delivery Center Chief Information Officer.

**Role Overview**
This position supports the Pennsylvania Conservation and Environment Delivery Center, supporting the Department of Environmental Protection under the Commonwealth’s Office of Administration for our client. The role is part of an enterprise modernization initiative focused on migrating legacy Oracle Forms applications to Oracle APEX running on Oracle Database 19c.

The Oracle Developer will contribute to the modernization of mission-critical environmental and regulatory systems by converting legacy applications to secure and maintainable Oracle APEX solutions while aligning with Commonwealth development standards and enterprise architecture practices.

**Key Responsibilities**

– Analyze existing Oracle Forms applications including architecture, data structures, and integrations
– Support migration and conversion of Oracle Forms applications to Oracle APEX
– Design and develop Oracle APEX user interfaces in collaboration with technical leadership
– Assist in establishing UI and UX standards for APEX applications
– Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries
– Perform data pulls, data analysis, and scripting to support reporting and enhancements
– Review system documentation to understand requirements and functionality
– Implement application security roles and authorization models within Oracle systems
– Conduct performance profiling and tuning to improve responsiveness and maintainability
– Generate technical, functional, and system documentation
– Participate in requirements gathering, analysis, coding, testing, deployment, and post-production support
– Provide mentoring and knowledge transfer to Commonwealth IT staff
– Assist with production deployments and release management
– Provide weekly status updates to management
– Generate reports for executive management, end-users, and Bureau of Information Technology staff

**Required Experience And Skills**
**Education**

– Bachelor’s degree in Computer Science or related field

**Oracle Development**

– 5 years of experience developing in Oracle PL/SQL including stored procedures, functions, packages, and advanced queries
– 5 years of experience developing applications using Oracle APEX
– Strong knowledge of Oracle RDBMS with preference for Oracle 19c
– Strong experience using SQL Developer and or TOAD
– Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle and SQL Server

**Data and Integration**

– Understanding of data modeling principles
– Experience integrating web services

**Professional Skills**

– Strong analytical and problem-solving skills
– Strong written and verbal communication skills

**Preferred Qualifications**

– Prior Commonwealth experience
– Experience modernizing legacy Oracle Forms applications
– Exposure to XML, HTML, Web Services, Java, PL/SQL APIs, SOA architecture, and Agile or Scrum methodologies
– Strong understanding of Oracle 19c database features
– Experience supporting regulatory or mission-critical systems
– Ability to produce clear technical and functional documentation
