**Job Duties**

Virginia Department of Transportation (VDOT) Culpeper District has an exciting opportunity for a Roadside Coordinator to provide coordination and technical expertise in managing, planning, organizing, and implementing Roadside Management activities consisting of Hazard Tree Removal, Roadside Tree Pruning, Vegetation and Turfgrass Management, Hydro-seeding, and Soil Stabilization and Stormwater Management.

In this position, you will:

* Provide contractual oversight and technical expertise in the support and execution of our Roadside Management Program. Provide expert advice and direction for state forces engaged in these same functions.
* Implement and enforce policies and procedures consistent with critical VDOT business needs to ensure the success of roadside programs and related infrastructure.
* Ensure compliance with laws and regulations governing Roadside Asset Management.
* Work with procurement, fiscal and maintenance staff to develop and administer Roadside Management contracts vital to the district maintenance plan.
* Work with the Roadside Manager in developing annual operating plans and budgets for contract Roadside maintenance activities.
* Develop district vegetation management plans and administer contracts; monitor contractors for activities such as tree trimming, herbicide and pesticide application, hazard tree removal, landscape installation, wildflower planting, and turf management. Provide support to statewide Outdoor Advertising programs relating to vegetation management requirements.
* Ensure expenditures remain within budget allocation, document and track costs of services, and recommend prioritization of resources to preserve roadside infrastructure.
* Assist with Stormwater Management Program BMP maintenance activities in compliance with federal and state laws, regulations, and agency guidelines. Prioritize and resolve non-compliance issues. Handle action requests regarding program progress and accomplishments. Partner with district staff to develop and implement district-wide initiatives.
* Utilize a pc, smartphone, and other electronic devices relevant to daily communication and reporting, monitoring, and tracking tasks.

* **The position requires an International Society of Arboriculture (ISA) Arborist Certification and Commercial Pesticide Applicator Certification. Selected candidates must have at least one of these certifications at the time of hire.**
**Minimum Qualifications**

* Experience applying environmental principles and practices related to the construction and maintenance of highways.
* Experience applying principles and practices of stormwater management and vegetation management.
* Experience in Arboriculture, specifically tree pruning and removal, and familiarity with ANSI safety standards and industry best practices
* Knowledge in providing proper lane closures or work areas as outlined in the Virginia Work Area Protection Manual and utilizing all traffic Control devices
* Valid driver’s license.
* Ability to participate in statewide strategic planning and meet goals and objectives.
* Ability to communicate and work effectively with customers, including members of the public, internal staff, and contractors.
* Ability to read and interpret plans and specifications.
* Ability to interpret laws, regulations, and policies, relating to stormwater and vegetation management issues.
* Ability to keep accurate records and documentation about daily activities and incidents.
* Experience applying contract development and administration policies and procedures.

* ***Possess either an International Society of Arboriculture (ISA) Arborist Certification or VDACS Commercial Pesticide Applicator Certification at the time of hire. VDOT will allow 18 months to obtain the remaining certification. Both certifications are required and must be maintained for continued employment.***

**Additional Considerations**

* Experience applying environmental requirements to transportation or similar operations.
* Experience in the technical and economic aspects of roadside asset management practices.
* Hazardous Waste Operator (HAZWOPER) Certificate.
* A combination of training, experience, or education in Environmental Sciences, Natural Sciences, Forestry, Biology, Chemistry, Geology, Hydrology, Social Sciences, or a related field desired.
* International Society of Arboriculture (ISA) – Arborist Certification
* ISA Tree Risk Assessment Qualification
* DEQ Erosion and Sediment Control Inspector and/or Stormwater Certifications.
* Intermediate Work Zone Traffic Control Safety
* VDACS Fertilizer Applicator Certification

Position requires unrestricted mobility, working in all types of weather, and terrain, and standing for long periods. Requires approved safety shoes, which is a reimbursable expense. Personal protective equipment for the performance of job duties is also required. Work schedule varies according to job assignments and/or contractor’s schedule, including significant night work, weekends, and holidays. Incumbents will be designated as essential to emergency weather operations and will be required to work outside normal work hours to ensure the safety of the traveling public.

Fingerprint-based background checks, references, work history, and DMV records will be verified before employment. Applicants must be eligible to work in the United States. H1B VISA Sponsorship is not available. VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
