**Job Duties**

NOVA VDOT is seeking a Roadside Manager to provide leadership and technical expertise to manage, plan, organize and implement the Drainage and Storm Water, Vegetation Management, and Roadside Development Programs.

Responsibilities include but may not be limited to:

Budget Administration- Manage, develop and administer annual budgets within integrated Roadside Management programs. Develop and adjust spend plans as needed. Coordinate multiple district workgroups and residency financial resources with district Roadside contract services to provide most efficient benefit from the allotted resources.

Program Administration- Lead, assess, plan, develop and direct the district-wide Roadside Management programs and activities to support the district’s key business goals. Manage an Integrated Vegetation Management Program, to include, but not limited to: arboriculture (tree pruning, tree removal, risk tree management), pesticide application, nutrient management, turf establishment and management, landscape design, storm water management and contract administration. Assign personnel and manage resources for the purpose of implementing and overseeing district roadside activities. Conduct program activities in compliance with federal and state laws, regulations, policies and guidelines. Ensure compliance with Work Area Protection, OSHA and VOSH laws and regulations.

Technical Guidance- Provide technical support, expertise and guidance to District Maintenance, Construction Staff, Land Use Engineers and Residency Personnel as it pertains to the integrated vegetation management programs, in addition to vegetation management topics involving regulations such as the Federal Clean Water Act, VPDES Permits, VDACS laws pertaining to fertilizer and pesticide application, Threatened and Endangered Species Act, Erosion and Sediment Law, MS4 compliance, Invasive Species Act and Noxious Weed Control. Ensure all roadside maintenance activities and contract requirements are delivered according to specifications and in compliance with regulations.

**Minimum Qualifications**

* Valid driver’s license.
* Knowledge and experience in the application of federal, state, local laws, regulations, policies and procedures governing vegetation management.
* Ability to communicate and work effectively with customers, including members of the general public, internal staff and contractors.
* Experience managing permits governing land use, vegetation management issues related to utilities outdoor advertising, private planting on the right of way, landscape design and clear zones.
* Knowledge of arboriculture science, management techniques, pesticide use, turf and plant establishment, invasive species, threatened and endangered species, stormwater management, erosion and sediment control.
* Must obtain CPR, ISA Arborist, and Intermediate Work Zone Traffic Control certifications within 12 months of employment and maintain thereafter.
* Must be registered with VDACS as a Commercial Pesticide Applicator. Must be certified in Category 6 (Right of Way) within 6 months of employment and maintain thereafter.
* Experience in projecting labor needs, estimating vegetation maintenance costs, and developing and monitoring budgets.
* Experience applying contract development and administration policies and procedures.
* Must become certified as a VDACS Fertilizer Applicator within 24 months of employment and maintain thereafter.

**Additional Considerations**

* Intermediate Work Zone Traffic Control Safety.
* ISA Tree Risk Assessment Qualification.
* International Society of Arboriculture (ISA) – Arborist Certification
* DEQ Erosion and Sediment Control and/or Stormwater Inspector.
* DCR Nutrient Management Planner (Turf or Landscape).
* Pesticide Applicator Certification
* Experience managing, leading, training and evaluating professional and technical staff in an integrated vegetation management program.
* Fertilizer Applicator License Certification
* A combination of training, experience, or education in Environmental Sciences, Natural Sciences, Horticulture, Forestry, Biology, Chemistry, Geology, Hydrology or related field desired.
* CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course
* Flagger
