We are looking for a **Rural Stimulus Grant Program Administrator** to join the **Special Financing Division in the Finance Office!**
The Special Financing Division assigns more than $2 billion in annual federal funding to support health care providers who serve Health First Colorado (Colorado’s Medicaid Program) members and lower-income Coloradans who are not eligible for coverage under Health First Colorado or Child Health Plan *Plus* (CHP+) programs without spending more of the state’s General Fund budget. This includes funding for hospitals, nursing facilities, home health care agencies, public school districts, and community health centers. The Division also analyzes Colorado’s hospitals’ financial health and community benefits.
The Division also negotiates grant programs to improve access to care for low-income Coloradans who are not eligible for Health First Colorado. Grant programs we manage include the Colorado Indigent Care Program, Primary Care Fund, the Colorado Dental Health Care Program for Low-Income Seniors, and the Rural Provider Access and Affordability Stimulus Grant Program.
This term-limited position with employment to **June 30th 2025**, is dependent on funds appropriated by the General Assembly for this purpose for the term. If funds are not available, this position may not be filled. **This position can work fully remote from anywhere in the State of Colorado.**
**Please note -equipment provisioning and certain onboarding tasks will be place in person, in our downtown Denver office, on the first day of employment.**

**What you’ll be doing as** **Rural Stimulus Grant Program Administrator:**
* Manages and administers grant agreements for rural hospitals for Remote Monitoring Services for Medicaid Members grants via Senate Bill 24-168 and an estimated 24 projects for the Rural Provider Access and Affordability Stimulus Grant Program enacted via Senate Bill 22-200. Grant management includes following state and federal regulations, including state procurement rules and federal American Rescue Plan Act (ARPA) State and Local Recovery Fund (SLFRF) requirements and guidance as published by the Office of the State Controller, such as risk management and monitoring.
* Develops and executes processes and timelines to comply with federal and state requirements. Processes include grantee invoicing, documentation, and reporting requirements.
* Maintains an accurate running total of deliverables met, invoiced and funding remaining in the grant agreements.
* Provides programmatic guidance to grantees and monitors grantee performance, which may require occasional travel to grantee’s facility. Initiates corrective action with grantees when needed.
* Communicates to management and resolves any variances in expenditures from the grant agreements that are not occurring as expected through the course of the fiscal year.
* Initiates grant agreement extensions, amendments, or option letters to existing agreements, when necessary.
* Develops and maintains an electronic system to track all funding streams for the grant agreements.
* Coordinates and communicates with budget, accounting, and support staff to ensure that grantee funds are available, appropriated, and encumbered. Resolves discrepancies with budget and accounting staff to ensure appropriated funds are utilized as intended.

Administrator III – H1B3XX **MINIMUM QUALIFICATIONS:****There are two ways to qualify for this position:** **Option 1:****Experience Only:**
Six years of professional experience in grants or non-profit or public program administration that includes analyzing, monitoring, or leading projects.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
**Option 2:**
**Education and Experience:**
Bachelor’s degree in Public Administration, Non Profit Management, Finance, Public Health or related to the work assignment from an accredited institution in a field of study related to the work assignment.**AND**
Two years of professional experience in non-profit, public program, or grants administration that includes analyzing, monitoring, or managing or leading projects. ***Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:**** An associates will count as two years of experience
* A bachelors will count as four years of experience
* A masters degree will count for six years of experience
* A doctorate or juris doctorate degree will count for seven years of experience
**Preferred Qualifications:*** Prior state experience related to the duties of this position.
* Bachelor degree in Public Administration, Non Profit Management, Accounting, Finance, or other Public Health or Business-related major.
* Experience in data analysis and reporting
* Recent and successful experience in grant management, grant compliance, and administration of federal or state grants.
**Knowledge, skills and abilities*** Strong virtual organizational skills.
* Proficient professional or technical writing skills.
* Experience and demonstrated proficiency in Google applications, excel, word and power point.
* Able to handle multiple demands, successfully meet deadlines, and maximize efficiencies.
* Ability to exercise self-motivation and facilitate collaborative working partnerships.
**DEFINITION OF PROFESSIONAL EXPERIENCE:**Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. **CONDITIONS OF EMPLOYMENT*** All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

* This is a term-limited position with funding through **June 30****, 2025**. Succesfull candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
