**Title**: Senior Maritime Consultant/SME
**Work location**: Remote with occasional visits (likely 2 times a year) to Washington DC to attend meetings

**Job Responsibilities**:
* Provide administrative, analytical, and technical support services to assist in conducting maritime workforce policy and legislative activities
* Facilitate the development and implementation of programmatic policy options, programmatic strategic engagements, process improvement initiatives, quality assurance, quality system, management analysis, and independent internal review activities to enhance program excellence in all program areas under the cognizance of the Deputy Associate Administrator Maritime Education and Training (DAAMET).
* Provide subject matter expertise in evaluating the effectiveness of program activities to ensure adherence to operating plans and time frames, maximum utilization of resources, optimum quality of programs, qualitative value of end products, and value to the maritime industry. Identify and recommend practical management improvements, cost reductions, and enhanced efficiencies to program officials.
* Provide subject matter expertise recommendations in the development, maintenance, and operation of effective systems of internal control which achieve the objectives specified in the Federal Managers’ Financial Integrity Act of 1982, and which comply with the Government Accountability Office’s (GAO) standards for internal control.
* Assist program officials in the development and maintenance of a list of extensive and continuing contacts with officials and representatives of the shipping industry, firms and associations, labor organizations, and other groups associated with the maritime industry for the purposes of exchanging information, interpreting new programs, and resolving problems. Maintain regular contact with internal and external stakeholders to assist in identifying concerns and recommendations for improvement in agency processes.
* Participate in the activities of maritime groups and committees composed of Government officials, business dignitaries, and labor executives to provide assistance ensuring that actions pertinent to the interests of the agency are presented to such groups. Assist in informing appropriate agency components of significant developments. Provide assistance ensuring involvement in community affairs by promoting participation in public service-oriented organizations.
* Provide assistance in executing current and future taskings from Congress, in particular the provisions within a National Defense Authorization Act (NDAA).
* Provide recommendations and guidance in the development and implementation of policy options, directives, memorandums, and regulation options based on emergent requirements established by congressional and executive branch orders and legislation, such as sexual assault and sexual harassment (SASH) prevention and response (PR) related policy development and coordination.
* Provide recommendations and guidance in the development and implementation of strategies and plans to introduce a quality culture, process improvement system, and quality system concepts and methodologies (e.g., Lean Six Sigma, ISO 4000, ISM, ISO 9000, etc.) into agency operations and processes and solicits feedback and concerns from program officials, employees, contractors, and customers to identify processes which could benefit from application of quality principles and submits improvement recommendations to program managers.
**Requirements**:
* Bachelor’s degree or higher in a maritime related field Merchant Mariner Licensed Officer, issued under by national authority- Active or Inactive.
* Must have 25+ years’ experience in developing and managing delivery of federal programs in support of the US marine transportation system.
* Extensive proficiency and working experience with the following systems: Microsoft 365 apps and services, including Excel, Teams, Word, Outlook, PowerPoint, and SharePoint.
* Must be able to obtain a security clearance at the Public Trust level.

Pay: $90,000.00 – $120,000.00 per year
