The Minnesota Department of Natural Resources (DNR) provides outdoor recreation activities and manages Minnesota’s natural resources to create economic opportunity and a sustainable quality of life. We are driven to find talented, innovative employees to help us carry out this mission.
The DNR is currently seeking a Regional Fisheries Manager in New Ulm, MN. This position exists to direct, manage, administer, develop, and implement all Section of Fisheries programs, policies, budgets, and operations for the Southern Region. The position provides leadership for the department as a member of Division and Regional Management Teams to develop and implement the division’s and department’s mission and vision.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis. If approved, the employee would be required to complete a telework agreement.
Responsibilities include:
* Direct, develop, and manage agency and division policies, programs, and priorities as a member of Division Management Team (DMT) and other statewide teams and committees. Implement the division’s and department’s mission and vision as directed by division leadership.
* Develop and manage programs, policies, and strategies to respond to emerging natural resource trends as an active member of the Regional Management Team (RMT) and other regional teams and committees to accomplish agency and division goals.
* Provide supervision and managerial leadership for regional and field operations staff through direct and indirect reports, ensuring that agency, region, and division programs are implemented, and personnel time is effectively used.
* Direct the management and implementation of all Section of Fisheries programs, operations, strategies, and initiatives in the region. Collaborate with other division sections and other disciplines in the region.
* Direct and administer implementation of permitting programs for Aquatic Plant Management, private aquaculture, commercial fishing and bait harvest, winter aeration, and fishing contests in the region.
* Establish and maintain partnerships and relationships based on active communication and respect. Engagement with counties, other local governing units, tribal nations, state and federal agencies, and external constituents is actively sought. Awareness and understanding of agency and division goals and appreciation and understanding of stakeholder needs, desires, and expectations is shared.

### **Minimum Qualifications**
Bachelor’s degree in Fisheries, Aquatic Sciences, Fisheries Management or closely related area.
Three (3) years of advanced supervisory experience directing and supervising fisheries management or research programs sufficient to advise, monitor and support section operations.
Academic knowledge and experience in the natural resources management field sufficient to direct activities of staff, evaluate success of efforts, recommend changes in policy, or design new policies and/or budget adjustments that would enhance regional and statewide programs and operations.
Knowledge of government budgeting and financial processes to ensure funds are properly administered, needs are accurately assessed and represented in the appropriate processes, expenditures of funds are appropriate, interpret budget reports, and articulate budget proposals.
Knowledge of strategic and operational planning procedures sufficient to participate in the development of unit plans, evaluate recommendations and explain proposals, and report to staff, peers, and superiors.
Demonstrated leadership, organizational and interpersonal skills to direct, develop and engage staff.
Demonstrated ability to collaborate with a wide variety of stakeholders; experience building and maintaining effective working relationships with internal and external partners within the space of equity and inclusion.
Demonstrated ability to effectively work in a team environment by incorporation of multi-disciplined interests into decisions and actions.
Skills in conflict management and consensus building with diverse groups in order to solve difficult and sensitive problems.
Management skills to analyze and resolve ambiguous or controversial situations and make difficult decisions.
Communication skills sufficient to effectively communicate and present complex information to a wide variety of audiences.
Ability to create a respect- and safety-focused culture that empowers staff to carry out the Department’s mission and fosters an environment of positive accountability for performance.

### **Preferred Qualifications**
Managerial experience in administering and delivering multiple programs.
Breadth of experience in natural resources management.
A working knowledge of other disciplines such as wildlife, forestry, forest ecology, shallow lakes management, soil conservation, and hydrology to guide the development of partnerships and projects.
### **Additional Requirements**
This position requires an unrestricted Class D Driver’s License with a clear driving record.
