We are looking for a **Substance Use Disorder Prevention & Recovery Administrator** for the **Behavioral Health Benefits** (BHB) **Section** of the **Behavioral Health Initiatives & Coverage** (BHIC) **Office**!

The **BHB Section** of **BHIC** implements and monitors contracts requirements, operations, and performance improvement, including administering change at the federal and state levels, for Dual Special Need Plans (DSNPs), the capitated physical health initiatives, and the Capitated Behavioral Health Program administered by the Regional Accountable Entities (RAEs). This section interprets and operationalizes state and federal managed care and parity regulations. The BHB Section collaborates most closely with sections within the BHIC Office, the Finance Office’s Payment Reform and Rates teams, and the Cost Control and Quality Improvement Office (CCQI), especially the Accountable Care Collaborative team, to develop and implement outcome metrics and process improvement monitoring for the Medicaid managed care contracts. BHB oversees alignment and reporting requirements as outlined in State and Federal Rules, Regulations and Legislation as well as CMS waiver authorities governing BH services and oversight of the corresponding policies and communication avenues necessary to support alignment and reporting requirements. ***This position can work fully remotely from anywhere in the State of Colorado.******Please note – equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.***

**Description of Job**

**WHAT YOU’LL BE DOING AS SUD PREVENTION & RECOVERY ADMINISTRATOR:*** Oversee the day-to-day benefit management of SUD prevention and recovery services with a focus on community-based services and supports including outpatient and high intensity outpatient levels of care.
* Address the needs and concerns of providers at different levels to ensure a seamless set of SUD services across the behavioral health continuum.
* Collaborate with other teams across HCPF to ensure integration and alignment of SUD services with other Health First Colorado benefits, including but not limited to primary care, OGBYN, and pharmacy services.
* Collaborate with the Behavioral Health Administration (BHA) to ensure policies and provider guidance is in alignment with regulatory and licensing requirements.
* Managing public documents, provider support, and web content related to community-based SUD services for the Behavioral Health Community Supports Unit.
* Supporting the creation of reports, dashboards, and other tools for monitoring utilization and impact of community-based SUD services.
* Provide subject matter expertise to support Colorado’s transition to the 4th Edition Criteria of the American Society of Addiction Medicine (ASAM).
* Support post-crisis substance use treatment as outlined in HB 24-1045.
* Collaborate closely with staff across the Department to ensure integration and alignment across the behavioral health continuum.

**MINIMUM QUALIFICATIONS:**

There are two ways to qualify for this position: **Option 1:****Experience Only:** **Six** (6) total years of professional experience in SUD treatment, behavioral health or an occupational field closely related. **Option 2:****Education and Experience:** **Bachelor’s** degree from an accredited institution in Addiction Medicine, Social Work or Psychology, or a field of study related to the work assignment

AND **Two** (2) years of professional experience in SUD treatment, behavioral health or an occupational field closely related. *Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:** An associates will count as two years of experience
* A bachelors will count as four years of experience
* A masters degree will count for six years of experience
* A doctorate or juris doctorate degree will count for seven years of experience

**PREFERRED QUALIFICATIONS*** Previous relevant professional state experience
* Masters degree in Addiction Medicine, Psychology, or Social Work
* ASAM training/certification

**Skills to Support Success*** Highly organized, exception attention to detail
* Excellent Communication skills effectively able to manage conflicting opinions

**DEFINITION OF PROFESSIONAL EXPERIENCE:** Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

**CONDITIONS OF EMPLOYMENT*** All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
* Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
